The resolution was drafted as a recommendation to the federal government (and to the National Assembly) asking for a constitutional amendment that would create a dual‑ballot system for religious minorities. Under the current setup, minorities vote for general seats, while their reserved seats are filled by party‑nominated lists, so they have no direct say in who represents them Because the resolution was adopted unanimously, it is treated as a collective responsibility of the House under Article 130(6) of the Constitution and will be forwarded to the federal level for consideration ³. If the amendment goes through, it would give every non‑Muslim voter two separate ballots—one for the open constituency and one for the minority‑reserved seat—thereby strengthening their political voice at both provincial and national levels.
