Punjab Assembly demands to bring 27th Constitutional Amendment

Samuel Bashir

The Punjab Assembly has called on the federal government to introduce the 27th Constitutional Amendment aimed at strengthening and empowering local governments across Pakistan.
In a resolution adopted this week, the Assembly urged that it be made mandatory under the Constitution to hold local government elections within a specified period, ensuring that no political party or provincial government could curtail or suspend the tenure of local bodies for political gains.
Lawmakers emphasized that while the provincial assembly itself cannot amend the Constitution, the federal government should move swiftly to provide political, administrative, and financial autonomy to local governments. They said this would help establish an effective system of governance where decision-making and development are brought closer to the people.
Observers note that this proposal addresses Pakistan’s persistent challenge of devolution of power. Successive governments have often used local governments for political maneuvering — delaying elections or limiting their authority. If adopted, the proposed 27th Amendment could ensure democratic continuity, strengthen institutional frameworks, and promote grassroots participation in
governance across the country.
